Bill was born in Belleville, New Jersey on 18 January 1961 to Charles and Francis O’ Haire Dispoto of Hammonton, New Jersey. Bill was raised in Hammonton where he was a 1979 Graduate of Hammonton High School. At Hammonton High, Bill excelled in football, basketball, and track. Bill was an outstanding scholar and a member of the National Honor Society. At an early age, Bill honed his compassion and leadership standing for what’s right through service and volunteerism. To that end, Bill developed the characteristics of leadership as a member of the Key Club International where he encouraged leadership through serving others. It was precisely these traits: scholarship, athletics, and leadership that compelled Senator Harrison A. Williams to give his 1979 congressional appointment to The United States Military Academy to Bill.

At the Academy, Bill rose to the rank of Cadet Lieutenant. Bill excelled on the Men’s Track Team and the Catholic Choir. However, Bill will forever be best known as a driving force on the Forth Class System Committee. Bill was an exulted member of the motley crew from company I-4, I-Beam! Bill helped us earn the motto, “Last of the Corps, first at the bar.” Bill and Bill Groeger, both from New Jersey, were the I-4 ambassadors for Bruce Springsteen. We remember the time that Bill got slightly "lost" while driving us to Beefsteak Charlies in New York City for dinner. The radio was blasting, of course, and Bill blurted out, "Turn off the radio I can't see!"

Bill branched Air Defense Artillery upon graduation. After his Air Defense basic officer’s course in 1983, Bill was initially assigned to Charlie Battery 2/61 ADA in Camp Stanley, Korea near the Korean Demilitarized Zone from 1983-1984. He returned to the United States in 1984 and was stationed in Fort Hood from 1984-1987 where he served in 2/5 ADA and volunteered to be a proud member of Joint Task Force Bravo which deployed to Honduras. Bill resigned his commission in 1987 at the rank of Captain.

After the Army, Bill pursued a construction professional career including positions as: Assistant Base Civil Engineer Atlantic City International Airport, Scheduling / Claims Consultant for Wagner - Hohns – Inglis of Mt Laurel, NJ, and a Scheduling / Disputes Resolution Manager and construction engineer for The Whiting-Turner Contracting Co of Baltimore. At the time of his passing, Bill serving as an adjunct professor at New England College where he taught graduate courses in business ethics, organizational behavior, leadership, and management.

Bill followed up his Bachelor of Science (BS) in Civil Engineering from West Point with a Master of Business Administration (MBA) from the University of Phoenix in 2005. After completing his undergraduate degrees, Dr. Dispoto continued his formal education, scholarly writing, and research which culminated in being awarded a Doctor of Philosophy degree (Ph.D.) from Capella University.

Bill spent his leisure time enjoying one of his many hobbies including experimental cooking, motorcycling, and nature spotting. But Bill's greatest passion was his writing. Bill wrote several children's books and a series of Christmas short stories. Bill’s titles including the highly acclaimed social commentary about obesity in America entitled "Dangerous Toilets..." as well as the prequels to "The Land of Enchantria" series, the children's picture books entitled "The Legend of Rock, Paper, Scissors" and "Blue Barry, the Dragon of Hammontown." He has also wrote a series of Christmas short stories which include the titles "Stay at Home Santa", "Santa Frauds", and "A Case of Mistaken Identity". Bill’s second book in "The Land of Enchantria" series was titled "The Apprenticeship, Part 1 and The Gift of Third Sight." coming soon...followed by the rest of the series in the near future: Book 3: The Apprenticeship, Part 2 and a Royal Wedding; Book 4: The Book of Dragons; and Book 5: The Pestilence and the Darkness.

While writing this memorial article we found that his home town of Hammonton, New Jersey might be misspelled Hammontown in the title of one of his children’s books. After some research, sure enough, the title was "Blue Barry, the Dragon of Hammontown." In fact, we found that there is a “…dragon named Barry, who lives high atop a towering pine tree in the great Land 'o Pines forest which borders the quiet farming village of Hammontownin the Kingdom of New Chersea.” Bill, we know you are staring down with that big grin and chuckling!

Amongst his accomplishments, Bill never forgot his guiding principle of service and always found plenty of time to volunteer. Bill was a laborer with the Habitat for Humanity for 31 years completing no fewer than 5 home-building projects. Additionally, Bill passionately volunteered as a guard and picket-prevention rider with the Patriot Guard Riders. The Patriot Guard Riders were formed in a sad chapter of our country’s history filled with misguided, disrespect to fallen heroes. Alas it was the Patriot Guard Riders who ensured the dignity and respect at memorial services honoring fallen military heroes, first responders and honorably discharged veterans by shielding the mourning family and their friends from interruptions created by any protestor or group of protestors. As was his wish, at his viewing, Bill and his family asked that In lieu of flowers donations be made to the Wounded Warrior Project. Bill was a true patriot through and through.

“Spotes was always good for a laugh. As a classmate, we will miss his dedication to the Fourth Class System. As a buddy, we’ll remember him as a dedicated friend with a special personality”—1983 Howitzer
